I met with Val Cox, Jim Stephen and Elizabeth Campbell (all SG) on the early years agenda. I informed them of the research about to be commissioned and my views on the implementation of the early years framework. They shared their views on implementation and the respective roles of Scottish Government and COSLA. I intend to follow up with internal briefings as this issue has the potential to be a focal point of critical comment.
